Heterogeneous society
In no country in the world, in any historical times, there was absolutely equal and mono-ideological society.

- protection of the economy - the weaker the country's economy and the lack of social justice, the greater the likelihood of civil protests;
- development of culture - freedom of religion, encouragement to preserve the traditions of all representatives of nationalities living in the country, but at the same time have a common national idea.
