Military service is an honorable duty of every male citizen of the Russian Federation. However, the current legislation provides for a number of situations that are an exception to this rule.

The main normative legal act regulating the procedure for conscripting Russian citizens to military service is Federal Law No. 53-FZ of March 28, 1998 on Military Duty and Military Service.
Options for refusing military service
This law establishes that service in the ranks of the Armed Forces of the Russian Federation is mandatory for all men of draft age, that is, those who are in the age range of 18 to 27 years, who have no reason to grant exemption or deferment from it.
At the same time, however, Article 1 of the specified regulatory legal act establishes that in a number of cases, citizens who are subject to military service may replace it with alternative civilian service. In turn, the grounds for such a replacement are established by a special regulatory act - Federal Law No. 113-FZ of July 25, 2002 “On Alternative Civil Service”.
