Vyacheslav Vyacheslavovich Maltsev was born on June 7, 1964 in an ordinary Soviet family. Parents lived in the famous city of Saratov. The child grew up and was brought up in a friendly environment. From an early age he was accustomed to accuracy and housework. At school, the boy studied well. With a desire to participate in public life. I did sports. He got along with classmates and did not give offense on the street. The future oppositionist watched how his peers live, what goals they set for themselves and what they dream about.
In 1981, Maltsev received a certificate of maturity and entered the evening department of the local law institute. An active, athletic and sociable guy was invited to work in the Komsomol district committee. When the time came for the Komsomol worker was drafted into the army. Vyacheslav served as needed and returned to his hometown. He recovered at the institute and was educated as a lawyer in 1987. Opposition activity

In 1994, Vyacheslav Vyacheslavovich was elected to the Saratov Regional Duma. For several convocations, he was engaged in the creation of laws, occupying various posts in the Duma.
