The development of the health system is one of the most important tasks facing the state. Despite the global financial crisis, in recent years much has been done in the field of protecting the health of citizens; the state has managed to implement a number of important medical projects. In the coming years, it is planned to carry out activities aimed at improving the medical support of Russians.
Since 2016, it is planned to introduce a system of accreditation of specialists in healthcare. Which, in turn, will change the system of training doctors, starting in 2013, they will have much more practical training than now. One of the problems that will have to be solved is a large shortage of highly specialized doctors - for example, nutritionists, pediatric oncologists, nephrologists, pulmonologists. At the same time, there is an excess of surgeons, traumatologists, dentists. This imbalance in the training system remains to be fixed.
Work will continue to improve the mechanism of state regulation of drug prices. It is planned to introduce a federal contract system in the field of procurement of medical goods, work and services. The issue of insurance or state compensation to the population of a part of the cost of medicines is being considered. For some categories of citizens, the cost of drugs will be fully reimbursed.
Due to the fact that Russia's accession to the WTO cannot but affect the state of the market of medical goods and services, work is required to minimize the negative consequences of this step for Russian manufacturers.
It is planned to improve a number of articles of the legislation in the field of medicine. In particular, concerning orphan (rare) diseases. One of the problems in this area is the inaccessibility of necessary medicines for patients due to the fact that the registration procedure is very complicated. Medicines for the treatment of orphan diseases must undergo all licensing procedures in an accelerated manner.
The salary of doctors will not be left without attention. According to the decree signed by the President of the Russian Federation, by 2018 it is planned to bring the salary of medical workers to 200% in relation to the average monthly level of wages in the regions.
A full personnel register of medical workers will be created, regardless of whether they work in public institutions or commercial. This will allow you to know exactly how many medical workers in the country, what specialization they have. Thanks to accounting, it will be possible to more rationally educate students by training in-demand specialists.
From July 1, 2012, hospitals and clinics are transferred to the state procurement system. Critics of this decision say that the law "On the commercialization of budgetary institutions", adopted in 2011, will lead to the transition of medical institutions to self-sufficiency, while free medicine will be a thing of the past. Proponents of the transition, in turn, argue that the new law will make it possible to draw clear boundaries between free services guaranteed by the state and additional paid ones. In each medical institution, a list of services will be posted, with the exact prices indicated on paid ones. This will allow the person who has applied for medical care to know exactly what he can pay for and is not obligated to pay for. How the adopted law will prove itself in practice, time will tell.
