First, read the legislation in the field of creating public associations. Choose the form of association, it can be a public organization, movement, foundation or institution, the absence of disagreements in management will largely depend on the right choice. If you intend to represent the interests of a certain circle of (members), then create a public organization, for social and political purposes, movement is best suited, and it is most effective to collect money using a public fund.

Prepare a draft charter, it should include the name, goals and legal form of society, structure. In addition, the charter indicates the governing bodies and their competence, the procedure for the inclusion of new members, the formation of funds and property, etc. Hold the first meeting (conference, congress), the main agenda of which will be the creation of a public association, the approval of the charter and the election of governing bodies. If there is no need for the activities of the company as a legal entity, it is possible to end at this stage, since the public association is considered already created.

For a public association to acquire the duties and rights of a legal entity, go through state registration with the Department of Justice. Within 90 days after the meeting, provide the following documents: a statement signed by members (at least 2 people), two copies of the charter, an extract from the minutes of the general meeting on the decision to create an association, information about the founders (name, year of birth, passport details, citizenship, address telephone, etc.), documents on the presence of a legal address, receipt of payment of the registration fee.

Within a month, the application will be considered and a decision will be made on its registration, after which you will receive a certificate or a reasoned refusal. If you are denied, remove all comments and submit the documents again, or appeal the decision in court.

Within ten days after receiving the certificate, register your association with the State Committee for Statistics and the Tax Inspectorate (violation violates fines, the longer you drag, the greater the penalty).

Not later than a month after registration, register with the pension fund, the social and compulsory medical insurance fund, and the employment fund.
