A private person cannot voluntarily include a monument of architecture or nature in the list of UNESCO World Heritage Sites, only the state can start this process. But practically everyone can influence the procedure for including an object in preliminary lists for further consideration.

Keep in mind that only UNESCO countries that have signed the Convention for the Protection of the World Cultural and Natural Heritage can be included in the UNESCO list. The Russian Federation is one of them.

Make sure that the selected monument meets the criteria by which UNESCO assigns the status of a World Heritage Site. They are detailed in the Information Digest of the UNESCO World Heritage Center. The criteria are quite stringent and formulated floridly, but, in any case, the nominated object must be unique, "be a masterpiece of the creative genius of man", illustrate an important stage in the history of mankind.

Prepare a dossier of the nominated property. Justify the compliance of the monument with the criteria for assigning the status of a World Heritage property. Take high-quality photos, write a historical reference.

Provide a dossier of the nominated property to the Commission of the Russian Federation for UNESCO, contact information can be found on the official website of the organization. Based on the application, the object will be included in the Provisional List of objects to be included in the World Heritage List; it is being prepared at the state level as a whole. UNESCO does not consider sites not listed in the Provisional List.

After the Provisional List is sent to UNESCO, an independent examination will be appointed. It is held by the International Council for the Protection of Monuments and Landmarks and the World Conservation Union. If necessary, the International Research Center for the Preservation and Restoration of Cultural Property is connected to the examination.

Based on expert assessment, the UNESCO World Heritage Committee decides to include the property on the list. This is done once a year. The committee may request additional information about the property and postpone consideration of the issue for a year.
