A citizen has the right to retire ahead of schedule, including a pension on favorable terms, subject to a number of mandatory conditions. These include the recognition of a citizen as unemployed, the lack of the employment service's ability to get this person to work, the unemployment of a certain age (for women 53 years old, for men 58 years old), his necessary work experience, dismissal of a person due to the liquidation of an enterprise, due to staff or staff reductions. And also the unemployed person must agree with his direction for early retirement.

If all the above conditions are met, the citizen has the right to apply for early retirement. He must come to the employment service and write a statement of the established form. On the basis of this application, he is obliged to issue a certificate of the periods counted in the total length of service, and a proposal on his early retirement (2 copies). With these documents, he must appear at the pension authority at the place of residence.

In a situation where the social protection authority refused to provide an early pension, the employment service is obliged to resume work on providing assistance in finding a citizen. If the employment service received a copy of the proposal with a note on the appointment of early retirement, the citizen is removed from the register, and unemployment benefits are also stopped.

A pension is assigned and calculated strictly in accordance with the Federal Law "On Labor Pensions in the Russian Federation". It is payable from the day the citizen submits the application, the offer of the employment service and other mandatory documents. The employment service is required to keep a personal record of citizens receiving such a pension throughout the entire period of its payment.
