The nomenclature unit in the structure of the territorial departments of the Russian police are such units as local police stations (SCP). In addition to the local authorized police (UUP) and its assistants, the following can work at the police station: officers of the criminal investigation department, juvenile police and probation services, as well as members of the public.
The popular television series "Police Station", which shows the everyday life of the district police station (OP), strictly speaking, should be entitled in a different way. After all, the name "police station" refers to another specially equipped room, which is a structural unit of the territorial department - the "local police station" (SCP).
"Precinct"
Law enforcement and preventive work of the bodies of the Ministry of Internal Affairs of Russia is carried out in compliance with the territorial principle. The service area of any police department is divided into administrative sections, each of which has its own number and is assigned to the district authorized police for a period of at least one year (UPM). The state has been entrusted with this function by the functions that were carried out by the near-guard officer in the system of internal affairs of tsarist Russia, and in the Soviet period by the district police inspector. From that time, the short one was also reserved for the ombudsman - the “district”.
The site entrusted to him is determined depending on the number of people living in the given territory and citizens who are members of the police on preventive records. At present, a territory with a population of 7-10 to 20 thousand people is considered the generally accepted norm. And the list of powers of such an employee contains about 90 points relating to almost all areas of police activity. Therefore, district police officers jokingly call themselves "universal soldiers" or "all-trades policemen", and sociological researchers have given them the definition of "workhorse" of the Ministry of Internal Affairs system.
In order to resolve the issues of interaction between law enforcement agencies "on the ground" with citizens, the Ministry of Internal Affairs of the Russian Federation issued Order No. 1166. The annex to it, called the "Manual on the Organization of the Activities of the SCP", sets out standards for the placement and equipping of police stations (or strongholds, as they called before the reform of the Ministry of Internal Affairs in 2011).
Police Station Regulatory Requirements
Article 48 FZ-3 "On Police", among other aspects of material and technical support, stipulates that the work of local authorized persons requires specially adapted premises.
As a general rule, the local police station (SCP) is located in the center of the administrative section (microdistrict) assigned to the authorized person. If possible, a separate building is assigned to the police station. When placed on the same territory as organizations or in residential buildings, the SCP should be isolated and have a separate entrance equipped with a double door. The outer door is made all-metal or plank (not less than 40 mm thick), upholstered with sheet metal. Internal - metal lattice. Reliable locks and locks are installed on the entrance group, a metal lathing is installed in the window openings. Mandatory attribute is a burglar alarm. It can be a system with a centralized monitoring unit of the territorial police department or an autonomous alarm like siren, which is installed outside the building.
The sign with the inscription "District police station" is made in the form of a luminous or illuminated block, located so that it is clearly visible. The information panel contains the following data: serial number of the SCP, telephone numbers of the duty unit, information about the district police officers and the procedure for receiving citizens.
