Veterans are registered in many organizations, information about the awards is usually there, and returning to the veteran what he honestly deserved will require minimal effort and very little time.

If you find an order or medal, examine them carefully. The order has an identification number, which greatly simplifies your task. Medals are not always numbered, but this does not mean that it is impossible to find the owner.

Go to the Archival Research site. By number you can find an account card, award sheets and an order for awarding to an ordinary. If an officer was awarded the order, then the record-and-service card, a card of irreparable losses and a prisoner of war card are also stored in the archive. Of course, the address of the person you need will not be reported there, but you will recognize the surname, name and patronymic in any case.

Three organizations will help you find the owner - a military registration and enlistment office, a council of veterans and a committee for social protection of the population. The military commissariat, of course, deals only with military personnel, but in the other two organizations there is usually information about the awarded, who received orders and medals for labor achievements. Find out the opening hours, come to the appropriate institution and state the essence of the matter. Maybe you don’t need to go anywhere anymore - the employees themselves will transfer the award to the owner. You can also try to find the recipient yourself, by telephone directory or through the address table.

There are frequent situations when the order bearer himself seeks to return the lost rewards. Natural disasters, thefts, and people serving in "hot spots" can lose their medals during hostilities. In this case, it is not about returning the lost, but about issuing a duplicate. A corresponding statement must be addressed to the head of the municipal administration. Indicate the circumstances in which you lost your rewards. If the reason is recognized as valid (that is, the recipient did not have the opportunity to preserve his orders and medals), the head of the administration will file a corresponding application to the Office of the President of the Russian Federation for personnel issues and state awards.

If you still have award documents, attach them to the application. If not, send a request to the appropriate archive. Most often, this is the Central Archive of the Ministry of Defense. You can request the certificate you need directly through its official website, correctly filling in all the necessary fields. If the awards are stolen, also attach a certificate from the local department of the Ministry of Internal Affairs that you applied there.

Relatives of the repressed award recipients may also contact the Office of the President of the Russian Federation for Personnel Issues and State Awards to be given back the orders and medals of the rehabilitated person. Only duplicates of award certificates that the title of Hero of the Soviet Union was awarded are not issued.
