The Constitution records the right of Russians to publicly express their opinion on public life and organize rallies, demonstrations, pickets, etc. Any mass event should be competent and safe. The organizers are obliged to coordinate its holding in the manner determined by the federal law "On meetings, rallies, demonstrations, marches and pickets."

Make sure that the public event you are planning meets the legal requirements. From a legal point of view, a rally refers to the presence of citizens in a predetermined place for the purpose of a peaceful discussion of any pressing social issue. The organizer may be a political party, social movement, private person over 16 years old. The rally participants are all citizens who voluntarily came to the event. Those present do not have the right to bring weapons, explosives, hide faces under masks, or drink alcohol.

Prepare a written notice of the rally. The procedure for its submission and execution is regulated by a regional regulatory act. You can find out details and get a sample on the official website of the city (region) administration or in the body working with the population, for example, the public relations department.

Remember that in the notice you must describe in detail several key points of the upcoming rally. Indicate the exact purpose of the public event, for example: "Expression of disagreement with the decision of the city administration on the construction of a shopping center on Centralnaya Street."

Then determine the place, date and time of the rally. For example: "July 2, 2012 from 12.00 to 12.30 on the square in front of the city administration building at the address: Tsentralnaya St., 1". Keep in mind that officials may propose a different place and time, or even prohibit the action. The reasons for the changes and refusals are determined in advance and listed in federal and regional legislative acts.

Indicate the number of people whom you plan to attract to participate in the rally. Do not forget to explain how the organizers will ensure the observance of public order during the rally, as well as the provision of first aid if necessary. For a small rally, for example, the following wording is acceptable: "The maintenance of public order is planned by the organizers. If necessary, participants will contact the police. A medical presence will be provided by the doctor’s watch and an ambulance team." When organizing a large-scale public event, it is better to agree in advance on the presence of police and doctors during the entire time of its holding.

The notification should also note the desire of the organizers to use sound amplifying equipment and vehicles. List the full name of the acoustic equipment, make and state registration number of the car, additional parameters at the request of the regional administration.

Provide information about the organizers of the rally and the people responsible for maintaining public order and providing medical assistance. Be sure to fully indicate the surname, name and patronymic of the citizen, his place of residence, passport details, contact phone number.

Send a notice of the rally, signed by the organizer and authorized persons, to the executive authority or local government - the administration of the region, city, district. You need to do this 10-15 days before the date of the event. The notice deadlines must be strictly observed.

Get documentary evidence from the authority that your notice has been accepted. Over the next three days, the administration will contact you and make reasonable proposals for changing the format, place, time of the event, and also report other violations and inaccuracies found in the notification. After additional approval, you will receive permission to hold a rally, and the administration will appoint its authorized representative and will assist in the framework specified by law.
