In 1981, Russia introduced the practice of switching watches to "winter" and "summer" time. The purpose of such a system is to save energy resources, and a similar practice exists in many countries.

Instruction manual
1
In different countries, clock hands are translated on different days and at different times. If you are in Russia, translate the time one hour ago on the last Sunday of October at 3:00 local time (that is, on the night from Saturday to Sunday).
2
Most computers, laptops, phones are equipped with an automatic time update system, and manually transferring the clock to them is unnecessary.
3
In the Russian Federation, switching to winter time has always been a topic of debate. As a result of the analysis of the expediency and negative consequences of the time transfer, it was decided to cancel the system that had existed for thirty years since 2011. The last time the Russians switched the clock to daylight saving time in the spring of 2011, and in the fall the clock is already canceled. Thus, the rules for switching to seasonal time are now relevant only for those countries where this system continues to operate.
4
If you are in Europe, remember that the clock is not translated there according to local time (as in Russia), but according to GMT, depending on the time zone. For example, in London and Lisbon, the clock is transferred at 2 am local time, and in Paris, Rome, Berlin - at 3 pm local time, while Athens or Helsinki will be transferred when it is already 4 o’clock.
5
Iceland is the only European country that does not switch to daylight saving time. Thus, while in Iceland, your watch will lag behind London time in the summer and coincide with it in the winter.
6
When in the United States, set the clock to "winter" time on the first Sunday of November at 2:00. Please note that in the states of Hawaii and Arizona, watch transfer systems do not adhere at all.
7
In Africa, only three countries translate time - Egypt, Tunisia and Namibia.
eight
Some former union republics several years ago refused to switch to winter / summer time (Kazakhstan, Georgia, Turkmenistan, Uzbekistan).
