For a foreign citizen who does not need a visa to enter the Russian Federation, there are several ways to move to the country. The simplest from the point of view of preliminary formalities involves crossing the border every 90 days. A valid work permit in the Russian Federation or the availability of housing, which a foreigner is entitled to use legally, will help to avoid this need.

A valid work permit in the Russian Federation will help to avoid the need to travel abroad every three months. To obtain it, contact the same branch of the FMS of the Russian Federation, where you are registered with the migration.
You will be required to present a passport with a notarized translation, if it does not have a Russian version, a migration card, undergo a medical examination (the addresses of medical institutions will be prompted by the FMS) and pay a state fee at the bank. If you have a work permit, you can extend the migration registration in the Russian Federation for the entire duration of its validity (usually it is issued for a year). Then, nevertheless, leave Russia, enter again and go through all the formalities again.

If you have your own housing in Russia (laws do not prohibit its purchase by foreigners), you can try to issue a temporary residence permit in it. The condition for the successful completion of this process will be the availability of seats according to the quota approved annually by the government.
For example, in 2009 it was approved for Moscow in the amount of 500 people, and in 2011 - 2 thousand.
Out of the quota, close relatives of Russians under certain conditions, natives of the Russian Federation or the RSFSR who were former citizens of the USSR, and foreign military personnel of the Russian army for the duration of the contract (that is concluded for at least three years), get permission.

A temporary residence permit is issued for three years. But after a year you have the right to apply for a residence permit. Having submitted to the FMS department the necessary set of documents. It is issued for five years and may subsequently be extended. In addition, its owner is already entitled to apply for citizenship of the Russian Federation.
