Federal Law of March 28, 1998 No. 53-ФЗ "On Military Duty and Military Service" sets forth in Articles 24 and 25 a complete list of deferrals from conscription and the grounds for exemption from service. Delays can be given for a period of 6 months to 27 years, so those who receive the latter can also breathe freely. There remains only the danger of losing it due to the disappearance of the cause or changes in the law. Non-serious illnesses and examinations can postpone the call for six months, mild hypertension and some other reasons for a year. All of them must be officially confirmed by a medical certificate written by a medical specialist and certified by the seal of a medical institution. Together with other acts of examining more serious ailments of conscripts, the feldsher of the military commissariat department sends them to the military medical commission, which makes a decision on deferment or release from military service.

Young people get a respite from caring for sick close relatives if there is no one else to look after them until the age of 27 or the disappearance of the foundation (death or recovery). Pupils and students will be able to complete their education and get a diploma, and students in schools who graduate at the age of 18 and have time to get into the army will receive a deferment for admission to college, technical school or university, even if they do not have this intention. If the conscript does not fall into any of the above items and is in excellent health, but fundamentally does not want to take up arms, he can apply for an alternative civilian service, but it must be written no later than six months before the conscription. Young men whose close relatives died during military service or later from wounds received during their service, as well as on a more positive basis, the presence of a degree, are not called up.
