Health is a truly sore subject. The quality of medical care, as well as the conditions for servicing citizens, the qualifications of doctors, do not always satisfy patients. Not all victims of rudeness or inability to get to the right specialist in time have the courage to defend their rights. But it is necessary to do this. The first step may be a complaint to a medical institution.

Think about whether your work is displeased by the individual doctor or the clinic as a whole. In the first case, it makes sense to first complain to the head of the outpatient care department, then to the head doctor. If this does not take effect, write a complaint to the medical institution itself.

Decide where to write the complaint best. You can complain about a medical institution to the district or city departments, industry regional committee, or directly to the Ministry of Health and Social Development of Russia. In some cities, clinics are run by the Federal Biomedical Agency. Local self-government bodies in these cases have no influence on the heads of medical institutions, therefore it makes sense to complain directly to the FMBA. In any case, it will be effective to contact the insurance company.

State what exactly does not suit you in the work of the clinic. Regarding the condition of the building or the conditions in which doctors work, the lack of specialists, it makes sense to contact the departmental structures or Roszdravnadzor. If you have received poor-quality assistance or tried to take money for something that should be provided free of charge, send a complaint to the insurance company. You can simultaneously send an appeal to all three structures.

In the upper right corner of your complaint, indicate to which official and to which institution you are sending it. Below write your last name, first name, middle name, postal address along with the index, contact phone number and email address. The phone is better to give a working or mobile. Officials consider citizens' appeals during working hours. If you do not live in the place where you are registered, indicate both addresses with the corresponding remarks.

Having departed a little from the “cap”, write the name of the document, and a little lower - the work of which medical institution or doctor you will appeal. State the essence of your claims. If we are talking about the rudeness of the clinic staff or the inability to get to the doctor because of the huge queue, write the date of the incident. In the complaint about the charge for free services, indicate exactly which articles of the health insurance contract are violated. In every state clinic, a list of services that are provided under the compulsory medical insurance policy must be clearly visible. The absence of such a list is in itself a reason for contacting the insurance, Roszdravnadzor, and even the prosecutor’s office. State your thoughts clearly, clearly and without unnecessary emotions.

After you describe the situation in the clinic, state what you are asking for. You can offer the insurance company or Roszdravnadzor the reliability of the facts that you cited, as well as the operation of the clinic as a whole. Local governments can help the facility cope with repair or utility difficulties. You can ask the addressee to oblige the clinic to eliminate violations of your rights, if any. A request for administrative action is also appropriate.

You can send a complaint in several ways. It is better to take it personally to the municipal health department or local insurance department and register it with the secretary or in the general administration department. Keep a copy. By the number on the appeal, you can track the movement of the document. Send your complaint to the regional or federal authority by registered mail with notification. You can send a complaint by e-mail or through the Internet reception.

In any case, the officials will consider it in accordance with the federal law "On the procedure for considering applications from citizens of the Russian Federation." You must first be notified that your complaint has been received. Five working days are allotted for this. One month after registering the document, you should receive an answer about the measures taken.
The text of the complaint should not contain foul language, insults or threats. If they are, the complaint will be left without consideration.
When it comes to the condition of the building of the medical institution, the conditions in which the patients are there and the doctors work, it makes sense to first write a complaint to the local health department. The problem of a shortage of specialists can also be in many cases with the help of the municipality.
