Many articles and monographs have been written on how to counteract corruption. This shameful phenomenon is criticized and scourged by everyone who wants to. The weary public understands little of what the problem actually is. Elderly people still remember those times when people had a conscience that did not allow to stare at someone else's. And when conscience was canceled, then corruption appeared. Elena Panfilova has her own, special view of this problem. She has been exploring Russian reality for many years and eagerly shares her observations with an interested audience.

Many politicians and sociologists of the Russian batch enthusiastically began to adapt foreign regulations and traditions to local conditions. All the fuss about this is similar to when the Papuans come to the Eskimos and begin to teach them their rules of life.
Elena Panfilova is engaged in public activities. In short, the object of her research and hassle is corruption. There is such a phenomenon in modern society, about which all adequate people have heard. It is interesting to note that in Soviet times, among our fellow citizens there was a thin social layer of "thieves." Today, corrupt officials have appeared. This category includes state and municipal employees who take bribes for simply fulfilling their duties. For example, they issue certificates or draw up a package of documents.
A brief biography of Elena Anatolyevna indicates that she was born on December 18, 1967 in the capital of the Soviet Union. Panfilova prefers not to disseminate information about her family. According to indirect data, the girl studied well at school and was not subjected to any discrimination. There was no risk of becoming a drug addict. No one was attracted to prostitution in adolescence. The child had a standard and even slightly happy childhood. In 1984, Lena entered the history department of Moscow State University and successfully completed a training course.
Diligent and clever Elena Panfilova was invited to work at the Institute of Independent Sociological Research. A couple of years later, the famous August putsch of 1991 occurred, and the Soviet country ceased to exist. By this time, Panfilova felt the researcher’s drive and appreciated the real possibilities to make a career. She accepted the invitation and became an employee of the American Agency for International Development, whose headquarters was in Maryland.

In the framework of cooperation with international agencies and centers, Panfilova received a second basic education - she studied at the Department of Political Science of the Russian Diplomatic Academy. According to an experienced historian and a newly-made diplomat, the following destabilizing factors are very harmful and dangerous in the countries of the "young" democracy: terrorism, interethnic conflicts and corruption. Elena Anatolyevna made her modest contribution to the study of corruption ties.
In 2000, Panfilova took the initiative to create the Russian branch of an international non-governmental organization to combat corruption. After the mandatory procedures for completing the package of constituent documents and registration, she becomes Chairman of the Board of the Center for Anti-Corruption Research and Initiatives "Transparency International - Russia". If we discard the administrative burden, Elena Panfilova is given a wide field for creativity and the formulation of real proposals.
With an excess of breadth of interests and an abundance of topical problems, it is very important to concentrate on the analysis and solution of specific problems. As it turned out, the corruption component is resisting the development of democratic processes. One of the reasons why the election of governors was canceled was corruption. Criminal elements, using financial dumping and physical influences, achieved the desired results when voting. A lot of damage to the legitimacy of the election has been inflicted and still is inflicted by an administrative resource.
Panfilova, by all possible means, seeks to convey to the citizens of the Russian Federation the results of her research. For the triumph of genuine democracy, the active position of these very citizens is very important. Currently, the situation is rated below average. The turnout at the polls is low. Unscrupulous officials and politicians deftly use this environment to their advantage. It is puzzling why state structures take a contemplative position on this issue.
