In Soviet times, citizens who did not have the opportunity to earn their own money, as well as those who needed outside help, applied to the social welfare authorities. The people called them (organs) simply - social security.

Social Security
Officially, there is no concept of social security, in Soviet times, all social welfare agencies that provided services and made payments to citizens were called this reduction. At the same time, social security was understood as a form of social policy of the state, with the help of which various funds, organizations, and certain categories of citizens in need of material support were supported. State support was enjoyed by:
- children
- aged people, - people with disabilities, - people who have lost working capacity due to severe forms of diseases, - people with special status (veterans, war veterans, large families, Heroes of the USSR and socialist labor, etc.)
That is, those for whom social security serves as a source of livelihood.
The system of social security bodies included not only social protection bodies, but also medical institutions, boarding houses, treatment and prophylactic institutions, rehabilitation and correctional centers, etc.
