Andrei Leonidovich was born in Moscow in September 1956 in the family of an employee of the Central Committee of the CPSU. In addition to his parents, there was another son - Sergey. The boys were required not only good performance in school, but impeccable behavior, as their father's status required.
Andrei Leonidovich's father specialized in economics. Children received specialized education in the same direction. After graduating from high school, Andrei Kostin entered the Department of Foreign Economics of Moscow State University, in 1979 he successfully graduated from it and received a diploma in finances.
Andrei Leonidovich also added the Finance Academy under the Government of the Russian Federation to his educational piggy bank, on the basis of which he defended his doctoral dissertation, and being at a fairly mature age - at 45 years old.
All of Kostin's professional activities are related to finance. For some time he was engaged in his own business, but in the end he returned to the civil service and headed one of the leading banks in the country.

Kostin began his career immediately after graduating from Lomonosov Moscow State University. As a promising and successful student, he was sent to the USSR State Consulate in Sydney (Australia). Following his career milestones:

- employee of the Russian embassy in England - 1985-90,

Andrei Leonidovich Kostin is successful in any professional field related to economics and finance. From 2002 to 2010, he oversaw two organizations at once - he held the post of head of Vneshtorgbank and served on the board of directors of Russian Railways (Russian Railways). But in 2010, he decided to concentrate on working at VTB (previously Vneshtorgbank).
For his professional services, Andrei Kostin was awarded several high awards, and his powers as the head of VTB Bank have been extended more than once, including by Russian Prime Minister Dmitry Medvedev. Kostin will hold this post until 2022.
Since 2007, Andrei Leonidovich Kostin has been a member of the Supreme Council of the leading Russian party, United Russia, and is actively involved in social activities. The Board of Trustees, of which he is a member, oversees such educational institutions as Lomonosov Moscow State University and MGIMO, the legendary hockey club Dynamo.
