Childhood, youth
Alexander Alexandrovich Evstifeev was born on May 14, 1958 in the village. Delusions of the Chelyabinsk region. He grew up in a simple family. Alexander's father worked as a collector in the State Bank of the USSR, and his mother worked as a nurse in one of the hospitals. The future lawyer was well trained. He especially loved mathematics and science. After graduation, he tried to go to college, but the first time he did not succeed. Only half of the score was not enough and the young man had to go to work as a worker in the Department of Roads. Evstifeev was the youngest of four children, so his parents did not have the opportunity to support him financially.
In 1980, he managed to graduate from the Sverdlovsk Law Institute, and then Evstifev entered graduate school. The theme of his thesis is "The right of authorship in the field of relations of inventive creativity." In 1999, at the Ural State Law Academy, he defended his dissertation on the theme “The Formation of Patent Law in Russia”. He was awarded the degree of Doctor of Law.
Alexander Alexandrovich loved to learn and learn something new, to expand his horizons. In 2004, he graduated with honors from the Finance Academy under the Government of the Russian Federation, where he studied in the specialty "Finance and Credit". This opened up additional opportunities for him.
Career
Alexander Evstifeev began working in his profession immediately after graduating from Sverdlovsk University as a teacher, associate professor, then professor of the civil law department, as well as dean of the investigative department.
In 2000-2002, Alexander Alexandrovich worked as Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District. In this position, he showed himself to be a very competent lawyer. His tasks included coordinating the enforcement of the laws of several areas in accordance with the Constitution of the Russian Federation.
In 2002-2004, Evstifeev worked as a representative of the Yamalo-Nenets Autonomous Okrug. After that, a turning point came in his labor activity. In 2004-2012, he was chairman of the Ninth Arbitration Court of Appeal, which conducted an audit of judicial acts adopted by the Moscow Arbitration Court. At this post he managed to do a lot. But reviews of his work are very controversial. Some believe that Yevstifeyev put things in order in the Ninth Arbitration Court and recall him as a very tough, demanding leader. But many colleagues, subordinates, as well as people who had to deal with him at work, spoke about his dictatorial management style.
In 2014, Alexander Alexandrovich became chairman of the Arbitration Court of the Moscow Region. He was appointed to this post by presidential decree, In 2017, Evstifeev was appointed interim head of the Mari El Republic. Alexander Alexandrovich was supposed to be in this post until the appointment of a person elected by the inhabitants of the republic. A few months later, Evstifeev announced his decision to take part in the elections. He put forward his candidacy from the party "United Russia". Before the election, the party leadership of the Communist Party removed its candidate. Evstifeev won a landslide victory. According to official sources, 88% of voters supported him.
For the short time spent at such a high post, Evstifeev managed to do quite a lot. He signed a series of decrees that had a positive effect on the well-being of residents. It was decided to build new schools and kindergartens and construction work began almost immediately. During the year, a forensic examination bureau was built in Yoshkar-Ola. Evstifeev returned payments to large families, which were previously canceled.
Alexander Alexandrovich stated the need to expand production and take measures to help stop the outflow of residents from villages to cities. Despite the fact that much has been done, Evstifeev also has opponents. Many problems remain unsolved, but this takes time. The new head of Mari El conducted a global personnel reshuffle. He considered that this would help the team work more efficiently.
